Expediting the review process for paper cuts patches

Finding ways to speed up the review process for patches submitted to paper cuts. Slow review of patches that new contributors have submitted can be demoralizing and put them off further contributions. We need to speed up this process, both in Ubuntu and upstream in Gnome and Debian.

Find out if the patch review problem has been solved to get the patches into the sponsorship queue
Do regular feedback to Debian via Ubuntu DEX
Set expectations on time until review based on release cycle (maybe suggest pushing to Debian/upstream when Ubuntu is not available such as during UDS or during freezes)
Evangelize that patch pilots can be poked to review neglected patches
