Improve User Translation Experience in Kubuntu

The current tool set is still not serving us well. For the core KDE packages that ship upstream translations in language packs we should just use those. We should add a single template to kde4libs that provides strings for Kubuntu specific changes to core KDE that should be translated in Launchpad. non-core packages in Main should continue to be translated in Launchpad.
