Review and update kernel postinst scripts to match initramfs-tools upstream development
Comply with upstream guidance that the kernel management scripts need to be responsible for ensuring that updates to initramfs and bootloaders are correctly applied to the target hardware. Similar to how grub is handled on x86 the the postinst scripts of the kernel package need to handle bootloaders and initrd updates on arm too.
