Support for free-standing alternate install

Currently, alternate installers, excluding network installs, can't install to the same device they were booted off of. This specs aims to discuss the difficulties in supporting installation to the boot device, current difficulties in properly resizing and creating boot partitions, and handling copying the debs to the installation partitions.
