One true $PATH

The default command search path for the system should be set in exactly one place. No more, no less. It should be obvious to find and painless to change, both for distribution developers and end users.
As of Ubuntu 5.10, separate search paths are known to be configured in at least bash, zsh, gdm, kdm, ssh...
