Provide means of allowing nonprivileged users to administer a limited set of packages

There should be a way for an administrator to choose a set of packages which may be installed or removed (along with any of the dependencies of these packages) by nonprivileged users. Only these packages will be made visible in the "Add/Remove..." application.
