No usplash timeout

The rationale for having usplash timeout is that there may be a message on the console underneath that explains what's gone wrong.

With upstart, this will no longer be true, we can ensure that the splash screen gets the same important messages as the console.

So this specification is about removing the timeout feature entirely, and instead ensuring that usplash notifies a stall in a different way
