Adding new PCI IDs without requiring a kernel update

Currently, we must update the entire kernel in order to add a new PCI ID to a driver. Instead, we should provide a simple facility which takes advantage of the capabilities of the PCI subsystem to register new IDs without changing the kernel module.

- Not the correct way to handle this. Jockey may implement some of this functionality one day.
