x86 version of Ubuntu must be built with optimization for PIII/PIV processors with minimal supported i586 architecture! (-march=i686 -mtune=pIII)! And I can` understand< why we need upstart, because all the services still run from SystemV compatiblity script. All the services must be run from /etc/event.d !

Ubuntu is compiled with i586 optimisations whereas it can't run on any i586 machine !!
i686 instructions are available since Intel Pentium Pro (cf http://en.wikipedia.org/wiki/Pentium), and I don't think lots of people are using Ubuntu (even a "light server") on a first Pentium generation.
