Allow setting of a minimum wireless signal strength to filter useless networks

Allow the user to specify a minimum signal strength for wireless networks in order to eliminate weak networks from their list of options. As an example, I have 10 wireless networks visible in NetworkManager, but only four have strong enough signals for a connection to be established. If a minimum strength threshold option were available, only the four able to be connected to would be listed.
