Ensure splashscreen support on armel images

Currently usplash does not work on our armel images. Depending on what splash mechanism (usplash, plymouth) we will use in karmic it needs to be made sure that this system works on the different supported framebuffers used on ARM based devices. Research needs to happen what ARM devices will be supported with KMS and how to support other setups that dont have it.

Karmic continues to use usplash, there are no plans to switch to plymouth for karmic; the only plan is to make boot so fast that we can drop usplash.
