Migrate from old Ubuntu when fresh install

Hi,
Sometimes it is necessary to do a fresh install of Ubuntu (i.e. moving from Dapper to Fiesty ). The migration wizard is really good for Windows - auto detecting usernames and my documents etcs...
Why not do the same for Ubuntu / linux. The migration wizard should say.
"Another Linux system is detected.
Would you like to import the home folders?
Would you like to import the configuration?
"
This is currently a real weakness with Windows and Ubuntu. But with Ubuntu we can change things and make it really easy and just work.
