Install apt repo. medibuntu depeding on the location

We need more support to the people where they can see DVD and do security copies. I always use medibuntu, because my country lets it, there aren't legal restrictions. We need to put the medibuntu to install the apt repositories when the country the user chooses has no legal restriction, like in Brazil.

I can use the medibuntu because I have advanced knowledge in Linux, but the goal of Ubuntu is not to be as easier as he can ?? So, why a person, who do not know nothing about linux, cannot see DVDs ??
