Modify indicator-applet to notify new mails even if Evo is not running

Indicator applet is a great stuff. It enables users to manage them communication in a unified place. This is good.

Today i-a is able to launch Mail client and IM client. It is able to notify new mails too, but only if them arrive while mail client is running. This is not enough.

New indicator applet shoulds:

a) read Evolution settings and retrieve mail accounts and passwords
b) check mail accounts
c) notify to user when new mails arrives

About notification:
1) today i-a prints a string under Evolution. I.e GMAIL(1) means there is 1 new message in GMAIL. This is clear and intuitive
2) but new i-a could to notify new mails with a notify-osd bubble too.
