LTSP Netbooting Enhancement

Currently Ubuntu LTSPs ltsp-update-kernels command uses a bootloader from the server, this should be changed to be used from the client chroot if possible, also an --etherboot option should be added to address older ltsp setups that rely on etherboot and cant be switched easily to PXE. The mknbi package should be moved to main alongside and support for multiple chroots (kernels) should be added.
