Adding a GUI implementation for using local instead of global time

Everyone who has a dual boot with Windows knows the problem (so here is a simple solution): why not implementing a checkbox to make Ubuntu use local instead of global time (useful especially for those who have a desktop and don't move their device). Obviously using the terminal command described here https://help.ubuntu.com/community/UbuntuTime#Make_Linux_use_.27Local.27_time is the same, but a GUI implementation would be nicer, aesthetically pleasant and could help lots of newbies.
