Improve the build time of the livefs builds

Currently, the livefs builds are a huge bottleneck in the rollout and testing of live/desktop CD ISOs. I've had some ideas during the dapper cycle to improve this situation, and so has Colin. This spec should outline those ideas, and welcome others, so that we can cut the livefs build time down enough that it doesn't make release managers weep.
