Language Packs for documentation

At the moment, Ubuntu is only able to handle gettext, OO.org and Firefox translations as language packs but documentation is not handled that way and requires that developers include those translations manually inside the packages. That workload is too high so we decided to stop importing documentation in Rosetta to prevent translation efforts getting lose. This spec is to figure a way to implement the same concept for application translations to documentation.
