Feisty improvements for Kubuntu networking

We should discuss potential improvements of Kubuntu networking. We are lacking static configuration for WPA networks (knetworkconf), better handling of network availability by key applications (kopete, kmail...) and reduce some duplication (knetworkmanager, wlassistant).
