Add ability to export and import Keyboard Shortcuts from a file

Add "Export..." and "Import..." buttons to the System > Preferences > Keyboard Shortcuts dialog to allow users to save their settings to a file (and bring them back). This allows for less stress if reinstalling or failure, also paves the way for "Keyboard Shortcut profiles" if necessary.
