NetworkManager connection policies

NM now provides good UI for ethernet, wifi, 3G, and modem, and allows multiple active network connections.
Missing: Policy configuration for configuring:
* Autoconnect (non-flatrate 3G/modem connections)
* Automatic timeout (same reason)
* Priority (if connected to 3G, and wifi becomes available, switch to that)
Various companies are already working on connection manager-like NM plugins, but nothing concrete or universal
