The proxy settings are part of the current gnome-control-center and they are written to the system wide gconf default, /etc/environment and to /etc/apt/apt.conf.

The language-setting is part of language-selector and in the archive.

The global keyboard setting is implemented as part of gnome-keyboard-properties. It sets /etc/default/console-setup via the ubuntu-system-service package.
