HAL io scheduler selector

The idea is to create additional methods for storage namespace or wrapper around hal-storage-mount script, so that anyone can set the I/O scheduler based on matched properties of device. The method should use /sys/block/block_device_name/queue/scheduler interface (where block_device_name is a name of the matched storage device) to set the io scheduler.
