Add the ability to easily tile windows vertically and horizontally as in Windows.

When working on research papers and spreadsheets one is often also searching on the Internet or reviewing other files. In Windows this is easily accommodated by right-clicking the taskbar and selecting “Tile Windows Vertically” or “Tile Windows Horizontally.” The action only affects windows that are open (not minimized). This feature can currently be done in Gnome using either an alternate window manager or a separate program (wmtile). Neither solution is particularly “clean” as the feature should be integrated into the Gnome panel and it should work with any application (wmtile often resizes windows incorrectly hiding portions behind the panel).
