enable menu on top, like macOS does, as an applet

abstract:
please create an applet for having application menus on the top bar.

rationale:
application menu on top solves some UI problems:
1.where to put the menu on multi-windowed application (like the gimp),
2. frees desktop space from the menu-tyranny, (think OLPC)
3. cleans up the desktop, less distracting, non-relevant text.
4. makes the active program more apparent.
5. helps the migration of mac users
6. bling!

the main inhibitor for making this feature available was backward compatibility with gtk1
applications. since those applications are nearly extinct by now, i think that the jump
is possible.

also note that since kde already support this feature, some synchronization might be needed,
in order to allow users using qt applications not to see it as out of the place.
