getting rid of /etc/resolv.conf

Dynamic network updates require that DNS information be regularly changed. To avoid clobbering /etc/resolv.conf, we can switch libc and dhclient to use /var/run/resolv.conf. In the case that resolv.conf has been created by the user, it will be respected instead of overwritten.
