Define a way for sdk (and developers) to safely access Ubuntu Touch via USB connection

Today Ubuntus SDK fully relies on adbd to be available on Ubuntu Touch devices, this will not work in a convergence world once we offer Ubuntu Touch for i.e. windows a convertible tablet/laptop devices in later releases.
Instead of relying on a android technology for connecting to the device we should design this access more generically using typical ubuntu compnents instead.
Additionally to the above we also need to define how to secure adb properly for the final release or if we want to go with teh same approach as for the SDK when developers require a console login via USB connection.
