round table: availability/management of buildd resources for daily builds/rebuild tests/mirror machines

there's a competition for buildd resources:

 - general PPA builds
 - daily PPA builds for upstreams for all releases
 - buildd machines rededicated at release time as mirror machines
 - test rebuilds of the ubuntu archive (which need to be done around release times)

seen with the lucid rebuild test, that buildds nearly operate at full capacity with ppa builds and daily upstream builds.

 - prioritizing builds
