Power Management Infrastructure Cleanup

 The goal is to eliminate/minimize acpi-support, hotkey-setup, and acpid to allow for a consistent method of doing power management. The process will be very similar to what was done for hotkey handling in Jaunty: assess the current infrastructure, design a standard flow of events, strip away the bits which are irrelevant, migrate quirks to the new infrastructure, and remove the things we don't need anymore.
