Improving the Distributed Development imports of Debian to be more useful to both sides

We now have imports of Debian packages in to bzr, but where the Debian maintainer uses
a version control system of their own it would be better to have an import that is related
to that, allowing Ubuntu developers to access the history naturally and to provide more useful
patches to Debian.

This part of the process is deferred from karmic, as it requires changes
to bzr to work well, and those changes were not feasible to do in the
karmic cycle. Progress continues on the effort as a whole.
