Architecture-specific Click packages

Discuss plans to build architecture-specific Click packages, mainly for armhf. e.g. C++ programs linking to Qt, or QML apps bundling some qdeclarative bindings/plugins.

Possible things we could discuss;
* including qt-dev + compilers by default in images for now
* cross-compilation on the host eventually
* pulling SDK runtime via multiarch on the host
* pre-building sysroot tarballs or providing tools to do so
