file format related software installation

Currently, if a user wants to view or edit a file and there is no installed software that can handle it, the user must find a relevant application on their own. Packages should self-declare the formats they support, and to what capacity (i.e. viewing or editing), allowing users to quickly find any available software that is capable of viewing or editing a given format.
