Ubuntu Feature Planning

Traditionally, feature planning has been lead by SABDFL and MDZ, and communicated through the UDS meetings. In Edgy, the process was reversed with developers leading all features. In future, we also want specialised teams (server team, thin client team, education team, support team) to have direct input into the feature planning process, and the technical board to review and comment on those plans early on. This discussion will describe how feature planning in Ubuntu should happen for Feisty+1.
