Quickly reconnect to access point when resuming

It is often the case that when somebody resumes, they are in the same location and will be connecting to the same access point. It would be nice if, before scanning for access points, the system would first try to reconnect to the previous access point, with the same essid and channel. I believe this could speed up the process of reconnecting. If the network manager can't connect to the previous access point, it should revert to scanning, then pick a new access point.
