Mail notification and evolution-alarm-notify integration.

The mail notification plugin for Evolution Mail, should be integrated into evolution-alarm-notify, and should no longer be considered an plugin. This would allow mail notifications to be displayed through evolution-alarm-notify regardless of whether or not Evolution Mail is running. With Evolution Mail, being a mail client I believe evolution-alarm-notify should notify the user of new mail.
