Enhanced Preferred Applications Dialog

This is proposing that our current Preferred Applications be expanded to allow users to choose which applications different file types use.
For example, pdf files have many viewers, and there is no easy menu option to decide what viewer to use.
This would be a central place for people to choose which file types open which applications.
