Make it easier for users to recover there system in recovery mode by allowing them to beable to toggle between a terminal and a browser.
Allow the user to be able to toggle between a browser and a terminal in recovery mode.
Sometimes booting in and out of a live CD to get the commands to put into the recovery mode terminal can be very annoying reduce users frustration by allowing them to to get help right from recovery mode.

This isn't really feasible, 'recovery' mode is single user mode, we don't even have networking up at this runlevel (among other things) so a browser would be unfeasible. It might just be better to write an application on the LiveCD that sets up a chroot environment for your ubuntu install, that way you get a root terminal for recovery but still have access too all the utilities on the livecd.
(not that you really need a chroot environment for the most part, since you just need access to the filesystem)
