Add Dist-upgrade tool to previous releases

I propose that the dist-upgrade tool be modified, back-ported, and thoroughly tested, and that when a user decides to upgrade a previous distro the system should suggest downloading this tool and permitting it to run: this should be automatic if they accept the installation.

This should be handled carefully and given some time, and the Window's/non-techie users should be advised to wait until the tool is made ready, at the very lest for feisty, but this way more people may be encouraged to upgrade with that extra precaution and with fewer worries about what it might do to their system (deaded!).

Then it would be great to include the distupgraderfixer (at https://blueprints.launchpad.net/ubuntu/+spec/dist-upgrader-fixes).

It looks like the milestone for the former project is 7.04, but will it be made available for it since that specific release is already out? I hope so and advise that it should. Thanks. : )
