Ubuntu Distributed Development - Import of Debian

For the next stage of the Distributed Development process we want to
make Debian branches available as well, with a shared revision history
with the Ubuntu branches.
This specification deals with how we will go about that, as well as discussing
the other issues with moving to the next stage.
