At the first reboot, users haven't access to the new features automatically. For example, when you upgrade from 7.04 to 7.10, Compiz is not activated. So users may not use the new features.
We can imagine that at the first reboot, a dialog could propose a list of all the new features (with descriptions) arranged by themes and ask to the users if they want to activate them or not.
NB : I hope it's clear. Sorry for my english.
