Building a package archive with a consistant set of compiler and linker options currently requires modification of each single package or the use of wrapper scripts. This specification defines a way to pass/inject these options in the package build process.

2007-11-14 kamion: This should be brought up on debian-devel or similar, otherwise we risk having to diverge every source package with compiled code. Now is a good time to have this discussion, since there is similar discussion around Emdebian and cross-building.
