Check disk on shutdown, not boot to save user's time.

It is annoying when the disk checker starts when your system is booting, and you either have to wait or press Esc, always with a little guilt. Disks can be checked when the system shuts down. I suggest that when a disk needs checking, a dialog box should appear after the user clicks "Shutdown" or "Restart".
