ISO with l10 preloaded for LoCo + UEFI

LoCo are trying to provide ISO with l10n of their region preloaded for the live session + language package needed for ubuntu already downloaded.

Example of this need: ubuntu-fr used to burn 10k (for LTS, less for other release)dvd for its sub-LoCo install party and users, since it cannot boot anymore UEFI, ubuntu-fr has one of its main mission blocked.

Since a while, it is getting hard to getting thos ISO bootable for UEFI.

Let's talk about this topic and share our solutions, is someone having a working path to do this, should the official server build official l10n preloaded iso, etc...
