Implement Ubuntu's Units Policy in GNOME

We have a units policy in Ubuntu [1], but the GNOME desktop do not follow the rules. This track should answer the question how to implement the units policy in GNOME.

desrt, 2011-08-02: this is fixed upstream now (modulo a few small bugs). New power-of-10 API is in GLib and being used by GNOME apps (incl. Nautilus). Old power-of-2 API has been deprecated.
