Replace speech-dispatcher with OpenTTS

Upstream development of speech-dispatcher has stalled, with the upstream maintainers giving no indication about future plans or features for the project. A group of community members have forked speech-dispatcher under the OpenTTS name. Examine what is gained by moving to OpenTTS, whether the fork is likely to fold back into speech-dispatcher, and if moving to OpenTTS is favourable, replace speech-dispatcher with OpenTTS in Ubuntu.
