Accessibility by default

To make possible a "Where Is It" button in software-center, showing people where to launch an installed application in the Applications menu, Gnome's accessibility system needs to be on by default. Currently "Enable assistive technologies" is an option that is off by default. It should be turned on by default early in the Lucid cycle, and any bugginess or other drawbacks should be fixed.

This is something we would like to have for maverick., Matthew McGowan started to implement
the "where is it" button in software-center but it requires enabled atk to work.
