Making apps rely on NetworkManager for status information turned out to have several issues:

 a) not all desktops use networkmanager
 b) not all desktop that use networkmanager manage all their interfaces using networkmanager itself

Some applications even stopped implementing features based on online status as, e.g. https://bugzilla.mozilla.org/show_bug.cgi?id=424626#c135.

This specification assumes that connection managers are not the right place to implement a generic network status notification daemon; instead we suggest to develop a connection manager independent network status daemon, which uses rtnetlink to gather the required information from the kernel directly.
