Nautilus should be be able to copy, move and delete files and that require superuser rights. A popup (policykit) should come up to ask for the superuser password. Now you are just told, that Nautilus is not able to copy the file to that folder which is NOT user friendly. Even gedit should be able to ask for the superuser password when editing a system file (though that cannot be part of this spec).
