Add Conservative governor in CPU policy options, i.m.o. the best option in battery mode.

It would be nice to have the option of choosing the Conservative governor in the powermanager settings. This governor is similar to the current ondemand, the difference being that it doesn't switch to 100% when there is load but increases clock speed in steps. Introduces a tiny lag when the CPU is needed, but in battery mode this is very acceptable. Also in my tests it used far less power than ondemand, and in some cases was even better than powersave. I guess this comes from the fact that calculations are completed faster and the CPU needs less power for the entire calculation when stepping up and completing the task fast than when running under full load on a low clock speed for a longer time. would probably be easy to implement as its in the vanilla kernel and only the option would need to be added to the apps.
