Make the gtk theme more compact to fit smaller screens

currently working with ubuntu on a 800*600 screen is a mess, the administration utilities for example are much larger than the screen itself making the tweaking nearly impossible. We should make them easily resizable so that one can work with Ubuntu on a small screen just as he would work on a large screen
